8th Mekong-Ganga Cooperation Senior Officials’ Meeting

The  8th  Mekong-Ganga Cooperation (MGC) Senior Officials’ Meeting (SOM) was held in New Delhi, India on April 7.

The meeting was  co-chaired by the Secretary (East)  of the Ministry of External Affairs of India Preeti Saran and the Director General of the Myanmar Foreign Ministry's Economic Affairs and International Cooperation Department  Kyaw Moe Tun.  Assistant Foreign Minister Vu Quang Minh, Vietnam MGC SOM Leader,  led the Vietnamese delegation. Other delegations were from  Cambodia , Laos, Myanmar and Thailand.

The meeting reviewed the implementation of the Plan of Action built at  the previous MGC SOM in Vientiane in July 2016 as well as the achievements  made in the  key areas of cooperation, including culture, tourism, education, health, agriculture, Mekong-India connectivity, SME and micro-business  support.

Participants  highly valued the implementation of cooperation projects among MGC countries supported by India, including the building of the Asian traditional textile museum in Siem Reap (Cambodia),  a data centre at India’s Nalanda University and rice development research.  They agreed to carry out specific  cooperation projects such as the establishment of working groups, HRD programs  and tourism promotion as per the needs of Mekong countries.

In addition to the  existing annual scholarships, India announced  15 more scholarships to Mekong countries in new areas. As an important partner of the Mekong region, participants  hoped that India would actively promote  MGC cooperation mechanism and continue to provide financial and technical assistance to  Mekong countries.

At the meeting,  the Vietnamese delegation made many recommendations  to improve the effectiveness of MGC  cooperation, such as  encouraging  the private sector's participation in cooperation projects, diversifying beneficiaries of the MGC scholarship program, and strengthening cooperation in India’s strong fields like science-technology, education and human resources development.  A high degree of consensus was reached on these recommendations.

The senior officials agreed to hold  the  MGC Ministerial Meeting on the sidelines of the ASEAN Ministerial Meeting  in the Philippines in August.
